INTRODUCTION
The Bay County Board of County Commissioners (BOCC) is seeking proposals from vendors capable of constructing an artificial reef in the Gulf of Mexico. The project is to be completed in two stages. Stage One requires reef materials to be crane loaded and transported from the County Roads and Bridges Department to vendor’s staging area. County Representatives shall pre-approve vendor’s staging area prior to contract award. Stage Two requires that the selected marine contractor provide “turn-key” services from the staging area through deployment of materials in the permitted SAARS M in the Gulf of Mexico.
Any contract awarded under this Request for Proposals is expected to be funded in part by a grant from the U.S. Department of Treasury, RESTORE. It is imperative that Respondents examine and become familiar with the grant requirements. Funding for the project has been made possible through this program and is contingent on strict conformance to the guidelines set forth by this grant. Respondents will comply with the Federal Contract Requirements shown at Exhibit 2 and RESTORE Act Financial Assistance Standard Terms and Conditions and Program-Specific Terms shown at Exhibit 3.
Neither the United States nor any of its departments, agencies or employees is or will be a party to this Request for Proposals or any resulting contract.
MANDATORY PRE-SUBMITTAL MEETING
A MANDATORY Pre-Submittal Meeting will be held at Tuesday, May 23, 2023 at 11:00 am Central Time in the Purchasing Conference Room, 840 W. 11th Street, Suite 2500, Panama City, FL 32401.
Note: Respondents shall attend the pre-submittal meeting. Any Respondent who fails to attend will be deemed non-responsive and automatically disqualified from further consideration. The purpose of this meeting is to familiarize respondents with the project and answer questions. All Respondents must be present and signed in prior to the start of the Mandatory Pre-Submittal Meeting. The convener of the meeting will collect the sign in sheet(s) and the meeting will “Officially” start. Anyone not signed in at the “Official” start of the meeting will be considered late and will not be allowed to propose on the project. Please allow 10 to 15 minutes to sign in prior to the start of the Mandatory Pre-Submittal Meeting.
In the event that any discussions or questions at the pre-submittal meeting or afterward require additional clarification the County will issue a written summary of questions and answers as an addendum to this Request for Proposals.
PROPOSAL DEADLINE/DELIVERY
SEALED PROPOSALS for RFP NO: 23-14 Artificial Reef Construction Project RESTORE Act will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department, 840 West 11th Street, Suite 2500, Panama City, Florida 32401 up until 2:00 PM (central time) Tuesday, June 13, 2023. Proposals will be publicly opened immediately following the deadline. It is the sole responsibility of the Respondent to ensure that the Proposal is received on time.
Each Proposal shall be delivered to the Board of County Commissioners Purchasing Department, at 840 W. 11th Street, Suite 2500, Panama City, Florida 32401, no later than the Proposal deadline.
Bids for this solicitation will be accepted electronically via the Purchasing Department's Bonfire Web portal until 2:00 p.m., local time, on the bid date.
