The Bay County Board of County Commissioners (County) seeks bids from qualified contractors for the replacement of approximately 2,500 water meters connected to the Bay County Utility Services (BCUS) Retail Water system. 

Work shall be completed in compliance with Bay County Standards and Specifications. All materials will be supplied by Bay County Utility Services Department and the contractor will return all replaced items to Bay County for billing verification.  Accurate records will be kept, forms to be supplied, and returned items will be used to verify invoices.  Contractor will be responsible for repairing broken lines as a result of replacement activities and provide a 1-year warranty on repairs.  The contractor is not responsible for and shall not repair existing leaks.  The site will be restored to original condition and the contractor will provide labeled before and after pictures to verify site conditions.   The contractor is responsible for any damage caused by their activities and for requesting utility locates.  All work is to be completed within 18 months from notice to proceed.  Work hours will be Monday thru Friday 7-4 excluding holidays. Contractor is not required to be licensed and will be working under supervision of BCUS staff.  All meters removed shall be returned to Bay County Utility Services.  

SEALED BIDS for ITB NO. 22-01 Water Meter Replacement Project will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department 840 W. 11th Street, Suite 2500, Panama City, FL 32401 up until 2:00 pm (CDT) Tuesday, October 26, 2021. Bids will be publicly opened immediately following the deadline.

The County Purchasing Department will be the only point of contact for this ITB. Under no circumstances may a bidder contact any County Commissioner, County Administrator, or County employee concerning this ITB until after award. Any such contact may result in disqualification as per Bay County Code Section 2-124.

Bidders shall submit all questions, in writing, to the Purchasing Department at or FAX to (850) 248-8276. All questions shall be submitted no later than 5:00 pm (CDT) on Friday, October 15, 2021.

Bidder shall complete the form in Attachment 1 and submit with the bid documents. References should be available to be contacted during normal working hours. The County will choose, at its own discretion, references to contact in order to complete the evaluation questionnaire in Attachment 1. In the event that the Bidder has performed work as a prime contractor for the County within the last five years, the County shall attempt to contact one County and one non-County reference. The County will attempt to contact each selected reference by phone. In the event that the contact person cannot be reached, the Bidder shall receive a score of zero (0) for that reference evaluation. The County will not attempt to correct incorrectly supplied information.

Bidders who receive less than a satisfactory evaluation may not be considered a qualified bidder by the County.
